핵은 답이 아니다

후쿠시마 사고 중 국제 원자력 올림피아드 개최… “비윤리적” 비난

국제 환경단체가 지난 26일부터 서울에서 진행되는 국제 원자력 올림피아드에 대해서 위험한 핵 기술의 해외 수출을 장려하는 의도로 청소년들을 이용하고 있다며 규탄하고 나섰다.

한국원자력문화재단이 세계원자력대학(WNU)와 공동으로 주최한 국제 원자력 올림피아드에는 10개국의 대학생들이 참여했으며, 이 중에는 말레이시아, 인도, 터키와 같이 한국이 핵에너지 시설에 대한 수출의 기회를 노리던 국가들이 포함됐다.


국제 환경단체인 지구의 벗(Friends of the Earth) 소속 아시아 태평양 지역 단체들은 후쿠시마에서 발생한 핵 재앙을 세계가 목도하는 가운데 이런 행사를 개최한다는 것은 특히 일본 주민들의 고통을 외면하는 핵 산업계의 비인간성을 보여준다며 원자력 올림피아드 행사에 대해 강하게 비난했다.

일본의 핵 사고가 여전히 수습되지 않았음에도 불구하고, 한국 정부와 핵 산업계는 오히려 핵을 확대하려는 야욕을 강하게 드러내면서도 일본이 직면한 불가능한 오염의 복구와 인체 영향 그리고 생태계 파괴에 이르는 엄청난 비용에는 애써 눈을 감고 있다는 것이다.

원자력문화재단과 세계원자력대학은 이번 대회를 개최하면서, 후쿠시마 사고에도 불구하고 핵에너지 기술은 "안전하고, 경제적이고, 오염물질이나 온실가스를 배출하지 않는다"고 단언하지만, 이런 핵산업계의 '신화'는 후쿠시마에서 벌어지고 있는 현실과는 너무나 다르다.

후쿠시마 사고 이후 독일을 비롯한 일부 국가는 탈핵과 재생에너지 확대를 에너지 정책의 방향으로 선언했다.

지구의 벗은 보도자료에서 "
후쿠시마 사고는 비상 상황을 수습하기 위해 사투를 벌이고 있는 이들은 정작 핵에너지를 옹호하는 기업과 정부 관계자들이 아니라 방사선 피폭을 감수해야만 했던 노동자들이라는 사실을 보여줬다"며,

"후쿠시마에서 피난한 50만 명 이상의 주민들은 오염으로 인한 아이들의 건강 피해를 두려워하고 있다. 피해지역으로부터 멀리 떨어진 채 핵 관련 업계들과 정부 관계들은 후쿠시마 사고의 위험성을 대수롭지 않다고 간주하는 것"이라고 주장했다.

김혜정 환경운동연합 일본원전사고 위원장은 “지식경제부 산하의 공공기관인 원자력문화재단이 정부 세금을 지원 받아서 이런 시대착오적인 행사를 개최한다는 사실에 분개한다”며 “핵발전소 수출은 곧 위험의 확산에 불과하다. 따라서 한국 정부는 핵 수출 정책을 당장 중단해야 한다”고 말했다.

헤만다 위다나지 지구의 벗 아시아 태평양 의장은 핵 산업계가 청소년들을 선발해 자신들의 부도덕한 목적에 이용하려는 것은 매우 수치스러운 행태라면서, 감수성이 풍부한 시기의 청소년들에게 잘못된 핵에너지 정보를 주입하려는 것은 윤리적으로 부적절하다고 언급했다.

The International Nuclear Energy Olympiad is Ethically Unjust

 

29 September 2011 – Friends of the Earth Asia Pacific condemns the first International Nuclear Energy Olympiad taking place in South Korea where this event is being used as an opportunity to export dangerous nuclear technology abroad.

 

The International Nuclear Energy Olympiad organised by the World Nuclear University (WNU) and hosted by Korea Nuclear Energy Promotion Agency (KONEPA) is being attended by university students from 10 countries including Malaysia, India and Turkey where South Korea has watched for a chance to export nuclear energy facilities.


Holding the competition at this time shows callousness particularly to Japanese and a shaken world having witnessed the nuclear catastrophe in Fukushima. Despite the unresolved crisis in Japan, the Korean government and the nuclear industry have only intensified their nuclear ambition whilst turning a blind eye to the cost of impossibility of remediation, human health and environmental devastation in the neighboring country.


KONEPA and WNU’s belief that nuclear technology is safe, cost-effective, pollution-free and does not emit greenhouse gases is very misleading because it seems to debunk or cast aside the actual outcome of Fukushima. It is common knowledge that there are other sustainable and viable renewable energy alternatives that can be seriously considered. Due to the ample options, nuclear technology should not even be considered.


Fukushima has shown that it is not the corporate and government officials championing nuclear energy that put their lives in line during nuclear emergencies but the heroic workers who exposed themselves to radiation in order to stabilize the nuclear plant that has caused more than 50,000 people to flee the prefecture fearing the effects of the contamination on their children. Far from the impact site, nuclear industry players and government officials go on downplaying the risks of the nuclear crisis in Fukushima.


“KONEPA, as a public agency under Ministry of Economy, should be condemned for hosting the retrograde events using subsidies by government revenues.” said Hye Jung Kim, nuclear expert of Friends of the Earth Korea. “Export of nuclear power plants is no more than a spread of risk. Korea government’s nuclear export policy should be scrapped immediately.”


Friends of the Earth Asia Pacific convenor Hemantha Withanage said it is such a shame the nuclear industry is now resorting to drafting youths to promote their dirty work. This should not be allowed because youths are of an impressionable age and poisoning their minds with nuclear untruths is ethically wrong, he added.
